EXPERIENCE

PRESIDENT/LSP, Clean Soils Environmental, Ltd., Ipswich, MA, March 1995 - Present, VICE PRESIDENT, March 1989 - March 1995:  Mr. Mitchell is the co-founder, principal, and chief operating officer of Clean Soils Environmental, Ltd. (CSE), a highly motivated environmental consulting firm. Since 1989, Mr. Mitchell has supervised and conducted all environmental consulting and technical services at CSE including Hazardous Waste Site remediation, Massachusetts Licensed Site Professional (LSP) services, environmental site assessments, subsurface investigations, operate/manage soil/groundwater treatment systems, and Peer Review. Mr. Mitchell also regularly directs underground storage tank closure assessments, risk assessments, and assessments of environmental impact to groundwater, soil, wetlands, waterways, and sediment. As one of the first environmental professionals in the country to be granted a LSP license by the Massachusetts Board of Hazardous Waste Cleanup Professionals, Mr. Mitchell has prepared and submitted 100s of environmental reports to the Massachusetts DEP regarding sites throughout the Commonwealth. In this capacity, Mr. Mitchell provides a wide variety of Environmental Consulting Services including hazardous waste management, regulatory guidance/compliance, treatment systems, client education, wetlands assessment, and waterways restoration. His wide range of environmental knowledge and experience bring an interdisciplinary approach to solving environmental problems. For example, Mr. Mitchell’s experience as a Conservation Commissioner was used by the Ipswich Conservation Commission to discourage further development of the MBTA’s layover station next to the Ipswich River, preventing adverse impact to a major local resource.  Mr. Mitchell is one of the few LSPs that still perform field services including cleanup oversight, collection of field data (soil, soil gas, groundwater, indoor air, and treatment systems), management of laboratory data, and more.

ENVIRONMENTAL SCIENTIST, June 1988 - March 1989: SP Engineering & Technology, Salem, MA. Supervised Chapter 21E Site Assessments including quotes, scheduling, site reviews, research, and report writing. Managed and supervised a major dioxin containing tannery sludge from a treatment system clean-up project in Pownel, Vermont.

GEOPHYSICAL TECHNICIAN, February 1982 - May 1988: Unocal, Anchorage, AK. Responsibilities included development and creation of computer generated geophysical/geological subsurface maps and geophysical synthetic seismograms for oil and gas exploration purposes.

ASSISTANT GEOLOGIST, November 1980 - February 1982: Alaska Department of Natural Resources, Division on Geological and Geophysical Surveys, Anchorage, AK. Surface geological mapping of remote unmapped areas throughout Alaska. Also assisted the Petroleum Geologists and Geophysicists in evaluation of state oil and gas leasing acreage.

DRILL SITE GEOLOGIST, July 1980 - October 1980: R&M Consulting, Inc., Anchorage, AK. Supervised remote drilling operation for the Sustina Hydroelectric feasibility study. Monitored all drilling activities, categorized hardrock core samples, photographed and logged structures, conducted permeability testing, and produced daily progress reports.

BIOLOGICAL TECHNICIAN, 1975 - 1980 (Part/Full Time): Sea Plantations, Inc., Salem, MA.  Responsible for the weekend maintenance of a facility including construction of multiple treatment systems to support a clean environment for aquatic organisms sold for research.  Also was involved with design, build, maintenance, and field/laboratory testing of the influent/effluent of treatment works related to the Tannery Industry in MA and NY.  Finally operated a small laboratory culturing blue-green algae for research at New England Biolabs of Beverly, MA.
